Professor Siu-Kai Lau:“Western Narrative” will no longer work
Professor Siu-Kai Lau, emeritus professor of sociology of the Chinese University of Hong Kong and a consultant of the Chinese Association of Hong Kong and Macao Studies, stated that the recently published Hong Kong Policy Act Report by the United States of America has many inaccurate criticisms on the current state of Hong Kong. He pointed out that the United States of America and its western allies have tried to create and propagate narratives of “One Country, Two Systems” that are vastly different from China’s original intentions, these alternate interpretations are also known as the “Western Narratives”. The misunderstandings from the “Western Narratives” include : using the “Sino-British Joint Declaration” as a legal foundation for “One Country, Two Systems”; viewing Hong Kong as part of the western allies; mistook Hong Kong’s high autonomy given by the “One Country, Two Systems” as the privilege to have total autonomy; set a “Westernized” democratic development as the top priority for Hong Kong under “One Country, Two Systems”, which nurtured power to oppose the central authorities and stir up disorder in society; Professor Siu-Kai Lau emphasized that the only correct way to interpret the legal basis of “One Country, Two Systems” is from the Consistution of China, which stated that Hong Kong is an inseparable part of China. China has total authority over Hong Kong, which allows the Central Government to enact laws that can maintain and protect national security.
Professor Siu-Kai Lau also believes that the implementations of “The National Security Law” and the “Law on Safeguarding National Security in Hong Kong” signify that “One Country, Two Systems” is operating comprehensively and accurately in Hong Kong. Its high autonomy is also being utilized proactively and positively. Professor Siu-Kai Lau stated that despite the release of the Hong Kong Policy Act Report and the anger of U.S. Secretary of State Blinken, the U.S. and its allies will no longer be able to use Hong Kong as their “Foreign Base of Subversion” because their “Western Narrative” will no longer work. Accusations from the Hong Kong Policy Act Report aren’t just unjustified and nonsensical; they also exposed the United States’ double standards on national security, their hypocrisy, and their hostility towards China and Hong Kong.
